International Certification & Reciprocity Consortium (IC&RC)

The Florida Certification Board is a proud member of the International Certification & Reciprocity Consortium (IC&RC). The IC&RC is a not-for-profit voluntary membership organization comprised of certifying agencies involved in credentialing or licensing alcohol and other drug abuse counselors, clinical supervisors, prevention specialists, co-occurring disorders professionals and criminal justice professionals.

IC&RC and its members are committed to public protection through the establishment of quality, competency-based certification programs for professionals engaged in the prevention and treatment of addictions and related problems. The IC&RC also promotes the establishment and recognition of minimum standards to provide reciprocity for certified professionals. Individuals who hold IC&RC credentials are able to transfer their credentials to any of the IC&RC’s 73 member organizations.

The FCB offers two IC&RC credentials:  The Alcohol and Drug Counselor (ADC) and the Prevention Specialist (PS) credential.

**New Policy: Effective April 1, 2017 there is a MANDATORY 90-day wait period between ICRC exam attempts. The FCB is unable to waive this requirement as the ICRC testing vendor’s system will not allow us to override the requirement. 

Seeking Reciprocity?

To transfer an ADC or CPS credential OUT OF FLORIDA, please contact the FCB directly for the policy and official application as the IC&RC does not allow member boards to post the documents online.

To transfer an ADC or CPS credential INTO FLORIDA, please contact your issuing board as they initiate the reciprocity process. The FCB will contact you once we receive the required paperwork from the IC&RC. 

Note: The reciprocal credential for individuals transferring the ADC into Florida is the Certified Addiction Counselor (CAC) credential. Applicant’s seeking “qualified professional” status in Florida must upgrade to the CAP or the MCAP credential. The FCB will review each individual’s professional background against CAP or MCAP standards when determining upgrade requirements.

IC&RC Alcohol and Drug Counselor (ADC)

The FCB has incorporated the IC&RC ADC certification requirements into our Certified Master’s Level Addiction Professional (MCAP), Certified Addiction Professional (CAP), and Certified Addiction Counselor (CAC) certification program requirements. Individuals seeking the MCAP, CAP, or CAC credentials are automatically eligible to apply for the IC&RC ADC credential either (a) during the application process or after the credential is awarded.

IC&RC Prevention Specialist (PS)

The FCB has incorporated the IC&RC PS certification requirements into our Certified Prevention Professional (CPP) and Certified Prevention Specialist (CPS) certification program requirements.  Individuals seeking the CPP or CPS credentials automatically earn the IC&RC PS credential as part of the award process.  Individuals certified in prevention prior to March 2016 may apply for the IC&RC PS credential.
