Irvin Williams, PhD, MCAP, CET

Irvin Williams is the Director of Specialty Programs at Lakeview Center Inc., providing administrative and clinical oversight to services such as outreach, prevention, education, intervention, linkage and treatment services to youth, adults and families experiencing substance abuse, mental or emotional impairment, narcotic addiction and/or high risk behaviors.  Dr. Williams earned his Doctorate in Clinical/Community Psychology from the University of Cincinnati, is a Certified Master’s Level Addiction Professional, an Internationally Certified Alcohol and Drug Counselor, and a Certified E-Therapist. In addition to serving on the FCB Board of Directors, he is a board member of the Communities in Schools of Northwest Florida, 100 Black Men of Pensacola, and the National Council on Alcohol and Drug Dependence of Northwest Florida.  Additionally, Dr. Williams is a member of the Escambia County Safe and Drug Free Schools Advisory Committee and the Florida State Epidemiology Work Group.  He is also a Leadership Pensacola graduate and a Governor-appointed member to the Florida Commission on Mental Health and Substance Abuse. Dr. Williams was seated on the Board of Directors in December 2001.


Tom Olk, CAP

Treasurer
Tallahassee, Florida

Tom Olk is the former Chief Executive Officer of DISC Village, Inc., a private non-profit organization in Tallahassee he co-founded in 1972. DISC Village is one of the largest and most comprehensive prevention, intervention and treatment agencies in Florida providing services to more than 10,000 individuals and families each year.  Mr. Olk is a Certified Addiction Professional.  In addition to serving as Treasurer of the FCB Board of Directors, he served as founding President of the Florida Juvenile Justice Association, Founding Board Member of the Certification Board for Addiction Professional of Florida, Board Member and past President of the Florida Alcohol and Drug Abuse Association, former Board Member of the Florida Council on Community Mental Health, First Chairperson and Founding Member of Big Bend Community Based Care, Founder of Juvenile Civil Citation program, as well as the Civil Citation Network and  Adult Civil Citation program in Circuit 2. Mr. Olk was seated on the Board of Directors in June 2004.


Laureen Pagel, PhD, MCAP, CPP

Fernandina Beach, Florida

Laureen Pagel is the Chief Executive Officer at Starting Point Behavioral Healthcare, a community based behavioral health treatment agency in Northeast Florida, where she has worked for the past 17 years.  Dr. Pagel earned her Doctorate in Health Care Administration in 2007, is a Certified Master’s Level Addiction Professional, a Certified Mental Health Professional and Certified Prevention Professional. In addition to serving on the FCB Board of Directors, she is a Board member for the Florida Council for Community Mental Health and is an Executive committee member of the Florida Alcohol and Drug Abuse Association. Dr. Pagel was seated on the Board of Directors in December 2002.


Ray Berry, CCJAP

Davie, Florida

Ray Berry is the Founder and Chief Executive Officer of Health Business Solutions, a denial management and transitional outsourcing company empowering organizations to build financial strength through performance-based revenue cycle management and “transitional outsourcing” ensuring effective and sustainable solutions for health care providers. Prior to Health Business Solutions, Mr. Berry was well known during his tenure as the Florida regional administrator of behavioral health care for the Florida Department Health and Rehabilitative Services.  Additionally, he is a Certified Criminal Justice Addiction Professional and actively serves on various boards and committees in the behavioral health care arena, such as the Starting Place and Florida Healthy Kids Corporation. Mr. Berry was seated on the Board of Directors in December 1997.


Glen Casel, CWCM

Orlando, Florida

Glen Casel is the President and Chief Executive Officer of Community Based Care of Central Florida, the leading foster care and related services agency in Orange, Osceola and Seminole counties. Mr. Casel previously worked as Vice President at The Children’s Home Society of Florida, and served as the Alcohol, Drug Abuse and Mental Program Office Supervisor and the District Program Manager for Orange, Osceola, Seminole and Brevard counties for the Department of Children and Families.  He has multiple local, state and federal recognitions, including the Orlando Business Journal’s 40 under 40, and the DCF Secretary’s Partnership Award. Mr. Casel is the co-author of Developing Outcome Strategies in Children’s Mental Health, Florida’s Use of Accountable Innovation, Paul H. Brookes Publishing 2001, and has served as the Chair for the Florida Coalition for Children’s Board of Directors and the Seminole County Children’s Cabinet. Mr. Casel was seated on the Board of Directors in June 2011.


Stewart Martin

Fort Lauderdale, Florida

Mr. Martin is Executive Vice President at Seitlin, A Marsh & McLennan Agency in Fort Lauderdale. His expertise lies in Corporate Finance, Real Estate Finance and Property Management. He was also a former premium audit manager for a large workers’ compensation insurance carrier. As a result of his wide-ranging proficiency, he works as a strategic advisor, developing and designing programs specific to the clients’ particular industry, driving profitability, and protecting the assets of the business.


Advisory Councils

The Florida Certification Board operates two discipline-specific advisory councils:  the Behavioral Health Advisory Council (BHAC) and the Child Welfare Advisory Council (CWAC).  The purpose of the councils is to provide direction to the FCB Board of Directors on policy related issues, ethical violations and other issues impacting the certified population.

The Behavioral Health Advisory Council focuses on the following certification types:  Addiction, Prevention, Criminal Justice, and Mental Health.

The Child Welfare Advisory Council focuses on the Child Welfare Protective Investigator, Child Welfare Case Manager and Child Welfare Licensing Counselor credentials.
